Show the server.log above that where it says the plugin failed to load.
Showing one line, is simply showing the end result and not showing the vital information.
Ensure if you have x64 windows, to install both the x86 and the x64 versions of the runtime.
Both install files should be 13megs.

What size is the install file, and if you have an x64 system you NEED to install BOTH x86 and x64.
I had a problem where I had an abnormally small install file (Being 6 megs), yet it was still the 2015 install (And it would act like it was installing, and installed, yet it wasn't the right one), yet when it was redownloaded it was indeed the full 13 megs.
