I just downloaded the newset streamer and it still is not working.

Show me your server.cfg file and send me a screen shot of your samp server folder and plugins foldar.

Try replace your file with these.

plugins.rar to be extracted in your plugins folder and include.rar in your pwno/include folder. it should work.

Go to "Windows Updates" and install the important updates. After done, try installing Microsoft Visual C++ 2015 Redistributable Package again.
