Get PHP and (if needed) mysql knowledge.
And this is not the right section. Also there are tons of servers and ucps. We cant help you.

Well, change the MySQL connection details, upload the files. Import the dump .sql file with phpMyAdmin. But if you don't have the servers for it, then you'll have to get them.
