Sony Vegas cannot be used in-game, is it? Its used to give effects and outlines right?

Yes, but you'll want to edit it after right? I'm sure cam hack will do the job, or if that doesn't work you can probably find a filterscript on here.

Just get a nice ENB and use that flymode filterscript by h02. That's about as good as you'll get in regards to in-game editing.
