How can i make it where Management is always on top of every other server group i have ?

You have to use advanced permissions and change the sort ID.

so i would put the sort id for management 1?

Yes, make your groups in numerical order.

it still wont work i have them in numerical order and its still not working

The higher the talk power the higher you will be in the channel

This, teamspeak sorts clients in this way (List is in priority):
1. Talk power
2. Talker status
3. Alphabetical

So basically, if you have 3 clients where they have the following:
Name - Talk power
AD - 100
AB - 100
AA - 90

It will sort them like this:
AB
AD
AA
