Portforwarding or rest in peace? - Yasubo - 09.06.2016

So, i've got all set up.

My laptop's ipv4 is 192.168.0.149 (cmd > ipconfig) The camera's IP address is apparently set / configured to (192.168.0.180) which seems to be IPV4 too, whatever you called it. But why when i tried to set / change the camera's ipv4 to my laptop's current ipv4 (192.168.0.149) so it could be run through localhost it says "That ipv4 is being used by another service, please try again later" thus Now i want to access it through other pc nor internet. So i would need to portforward which seems to be working fine and no problem at all. The question is how do i access my camera using my external ip address instead of internal ip? Thank you in advance for helping me out
