Well i try to find france host with DDOS Protected but i can't.
So i need someone to find for me hosting got france location + DDOS Protected
I need a hosting got this IP 5.196.XX.XX

That IP block is owned by OVH. They sell DDoS protected dedicated servers and VPSes in France.

It is no way to get those specs with decent uptime within $17.

Go to https://www.ovh.ie/vps/vps-cloud.xml

I reccomend purchasing the second plan, install it with windows server 2008. Now just open the port 7777.
And install your SAMP server as on an usual PC.

To open a port on your VPS check out this video:

To get your server ip open up ipchicken.com on your VPS and thats it! Its pretty simple. It might be a bit hard for the first time if you have no experience with VPS.

EDIT:
You can also use Linux, which is way cheaper but harder to setup.
