Happened to me. Go to your GTA San Andreas and launch SAMP from there (not the desktop) and then try to join a server. It would work. Then you can use SAMP from your desktop.
This fixed my problem.

open this url on your browser, samp://127.0.0.1:7777. change the localhost to server ip.

I have the solution. Open the star button and type task manager > click on more details (downward at the left) > background processes and find gta.sa > stop it by clicking the button downward at the right
