Whenever I try to start the game it says that d3dx9-43.dl was not found and it also says that GTA SA requires a Directx 9.0 even though it was already installed but still not working. Thanks for your help in advance and I will surely give a +rep for helping.

When reinstalling, reinstall to a new folder (Delete the game folder between installs), and if it continues, to a new path altogether.

You'll need to try to reinstall DirectX regardless if these do not fix it.
