failed to load plugins (mysql & sscanf) - benel1 - 07.05.2016

Hello,
I just have updated my windows to windows 10 and now I have a problem with loading mysql & sscanf plugins
I downloaded the latest version of mysql from here: https://sampforum.blast.hk/showthread.php?tid=56564
and latest version (I think) of sscanf from here: https://github.com/maddinat0r/sscanf/releases
