[Help] Setting up a new server - Ruthless725 - 06.04.2016

Hello, I want to start a server step by step. Of course I know this is not a easy job but I would give it a try. Okay I have downloaded the file SA-MP 0.3.7-R2 Windows Server. And what should I do next? Edit the server config? Which part should I edit in server config? And from what to what? Please guide me I will really appreciate. I know there are alot of tutorial but I can't understand. So please

Edit the server config and change the RCON.
Place your game mode unless you want to play on Larceny.
Edit with your required plugins
If not, just run the .exe and connect.
