Server problems - dwd93 - 03.01.2009

I created a server but i cant connect.
Every time im trying to, it says: Server didnt respond.
Help me plz.

Set Anticheat 0 in server.cfg.

U know it doesnt work.
If sombody can plz show me a clip How to create a samp server and show, how do he do all the thing!!!
Show that he is getting in the server and play.
