If this is for a police report, you're better off asking them to extract the license plates if it's possible. They should have the technology to do so.

Its too blurry, all you can do is guessing, or do some reverse engineering: print out license plate letters in the common size, and show them to the camera in exactly the same spot and at the same daytime. Copmpare the photos with the license plate, and if youre lucky you can find matches.
Looks stupid and takes a while, but might be your only chance if you need it that badly.
