Learning "how to make a server" and learning "how to script" are two different things. You can learn how to make a server in just a few hours, something which differs by a lot in trying to learn how to script. So don't expect to learn how to script from the night to the day. It will take a year or so to fully understand a programming language if it's your first language you are trying to learn. This process speeds up a bit when you already know how programming languages work and try to learn another language.

Don't expect to learn how to script by people feeding you with code or pure documentation. You have to practice and keep practicing.

That's probably because you have zero knowledge on programming.
Go to school, take some courses, and after that you will understand the sa-mp wiki.
