It basically means that your username/host/password is wrong.
Ask Vortex Servers the exact details again

Are You on shared hosting or VPS?
If shared hosting, than do you have MySQL database? If not, ask for one.

FIRSTLY check whether the mysql database information is correct(Check username and pass) because server fails to access it

IF IT DOESNOT WORK
contact your host for further support
