Check player location - Xtt23 - 05.03.2016

Hello. I want to know if I can check if player is connecting from another location. Not another IP because they can have dynamic IP.
I want to check this because I want to make a system who send an email if a player is connecting from another location.
I tried to do this with IP but much people have dynamic IP and it's not a good ideea.

I think it's possible because I saw that on a server and it's working very well...
Maybe if I use GeoIP plugin?
