It looks kind of similar to the unused "Modern Safehouse" (in Dutch, but has pics and coordinates) but it is definitely user created. Check if the server has a /credits command or something.

If you have any information, like the server name where it came from. Or where you got the images from, it might help us to track the mapper down.

Without any information, its going to be very difficult - if not impossible to find the mapper.
