MTA has a map editor built in to it and the maps can be converted for SA-MP use through either
http://convertffs.com/ or
http://gtamap.delux-host.com/converter/

Rhere's
Fusez's map editor. Mapping with it is somehow similar to MTA, and you do have access to all the objects from the current version.
I understand not wanting to use Map Construction, for normal mapping, but it's the only tool that generates removeobject codes.
So keep it in your arsenal.

Texture Studio I'll recommend for samp mapping so you don't have to do all of that converting, but honestly it's up to you!
