If you are using a VPS then don't overload it. Keep it clean and launch only your server.
If you are using a web for your host then I suggest you to get a VPS.
It all happens from LAG.
An Example:
When I was using a weak VPS for some of the players they couldn't join some others yeah.

It comes from lag. You will have to restart your server many times

Check your firewall settings, also try pinging your server externally, it may be invisible for others.

Http://canyouseeme.org/ on the vps, and fill in the port you are using.
also make sure your not giving them the wrong IP in combination with the wrong port.
