Why this light 19288 lights up on from 21 to 07 gta san andreas time?
If it's impossible write how to make so this light lights all time

You mean city lights?
This is standard within the gta san andreas client i think.

I mean when i script them on car and if it's day i don't see how they blink

Just paste ManualVehicleEngineAndLights() under OnGameModeInit()
Then use your /lights and should work

19288 says that it's not time dependent.
