Game stops responding when i go on start menu - sammp - 21.01.2016

when i exit the start menu my game crashes and im forced to restart my pc because the game won't close and is always on top... help ??

my old Pc was fine with this game but my new one just doesnt like it. i try and go 1080p and it crashes too
