You're asking for someone to make you a PHP bb forums, a user control panel and a server banner.
I'm assuming you have GM edit running on your server, right?
Is there anything are you willing to do yourself for your own project?
You need to know some kind of coding to even start.
Are you willing to do some research on it, or you're gonna wait for everything to fall in your hands?
