Best roleplay server with many players online to play with is LSRP.
Best Cops and Robbers server with many features and players is CrazyBob's.

If you're asking for experience wise, I'd say that the best role play experience I ever had was during the peak days of True RP.

To me, "this server is better than that server", just means, I like that server better than this server; it doesn't mean that it is actually better in general terms. And I only like the server on my signature, it's basically the only server I play on.

RC:RP back in 2011 - 2013 was the best experience I've ever had. I've lately been looking for other servers to play on, no success though.
