Converting away from SQL to .ini is not a simple task. There is 100% not an automatic way, and will most likely require a lot of time and work into doing it.

I bought the script from the owner since they no longer want to run the server.

Then you should contact the person you bought the script from, you're giving us no way to help you. We don't have any parts of the code, nothing.
