I bet that's not what he mean since he posted it in Client Support, not Scripting Help....

If i'm not wrong, then the answer is:
Edit the sampgui.png file located in your GTA:SA installation folder which is also the SA:MP install destination folder.
The file is not only including dialog, but the whole sa-mp GUI such as scoreboard, text and chat input which are mixed... However i don't know the section that separates them.
