Any modern smartphone is able to run GTA SA.
And you're talking about a portable PC.

I guess it's not advisable to play SAMP there...
Bring integrated graphics and it might not work fluid.

Ofcourse, it can play San andreas. But SA-MP, i don't think so.

You can run both, but it'll be very slow. Low Resolution and textures will be the only option to have a smooth 30 frames.

GTA:SA can be run on any modern computer. SA-MP doesn't have that much more resource usage, in fact it even has some optimizations to make SA run better. There are also numerous modifications and methods to reduce the requirements further.

A great tool is http://www.systemrequirementslab.com. You can check it's requirements against that of the one you are contemplating ordering.

I ran GTA SA with 512 ram DDR 1, a GPU with 128 memory and a 1.7 ghz CPU (single core).
That was the 1st PC I had, and GTA SA worked just fine. Not on full spec, but it did good.
I don't see why this little gadget won't do the trick. It might load the game slower, but that's it.

You actually get more FPS playing SA-MP rather than San Andreas SP...

Don't expect accurate results from that website. Most of the times the results are not as true as you see on that site.

It said I couldn't run Medal of Honor Warfighter, Alien isolation, GTA V, Battlefield 4 and a few other games.
Guess what, I could run all games on max settings, all beside GTA V which I run on just above medium.

You can use it to get a general idea on where your computer stands, though.
