I used to use LookupFFS include for detecting proxies (doesn't work on all of them) and just kick them. You can try that if you find the thread and/or include.

I dont know how they do it but i have been in a server with anti vpn/proxy. It was my first samp server and i got banned so i used vpn and connected with a new name, however after 5 seconds i got kicked it said"[Auto Kick]MYNICK has been kicked automatically. Reason:Proxy detected"

It's not possible to block all proxy/VPN's.
Every hour if not minute comes a new proxy , and there are tons of VPN's worldwide so basically you can't.Though you can block some of the most popular check a thread kaiser (if im right) posted range IPs
