Try exiting SA-MP and Restart

Strange, This dosent happen actually. Try re-starting your internet connection and Exit SA-MP.
Then re-connect internet and Re-Start SA-MP & If It dosent work Re-start PC

Well, it's not actually in negative. The orange line represents the ping, and as you see it is well above 0.
If it was negative then somehow the server can see the future and reply before your packet is actually sent. (Joke)

This happens if you drag the ping chart down it'll go down into the negatives, all you need to do is click on the chart and drag it upwards.
