Need help with port forwarding - Tika Spic - 16.09.2015

Hello friends, I'm a little confused when it comes to port forwarding.. Basically I do this:



But nothing happens .. When I start my server I can access it through my localip (127.0.0.1) but when i use my ip (cmyip.com) the server isnt responding, I turned off the firewall and tried but it still isnt working, anyone know what i'm doing wrong?
