How to make Full HD (1920x1080) SA-MP Videos?
Does it need any special ENB, mod or any special recording program?

You just need a recording software that allows you to change video quality, you could also change the quality through editing softwares such as Sony Vegas, Movie Maker, Camtasia Studio, etc...

Hey, when I record with fraps the outcome its like 630x600, when I put it on camtasia for 1920x1090 it cuts the video. I think theres a trick to make good quality Vids like here: https://www.youtube.com/watch?v=5rJcShsfOpw

Fraps should record the native resolution from the start, unless you made other settings.
FPS shouldn't be a problem either, a decent rig these days will have no problem recording at 60 FPS.
Of course it all depends on your video card and CPU.

camtasia got a trick at making Video HD Quality ability, its one at Making your own Video Producing Settings,
ENB isn't something Obliged As you Can Get HD Quality by your Program used to record or the Montage Program, "Action" Is a good program as far as i know and honestly i never tried it..
*Fraps , Takes FPS, HEAVY avi files (wich is annoying) and Not that Best Quality

There is a command to change text size, I think it's /textsize but it could be /fontsize or something similar. There's also /pagesize to increase/decrease the number of lines of text shown in the chat
