Hey i have a question,
some servers have a ip like "rpg-city.de:7777".
how can I also make such a Ip for my server?

Buy a domain name and point its "A" record to your server's IP.
Example:
samp.blabla.com A record points to 127.0.0.1
So that means, if I access samp.blabla.com:7777, it'll be the same as accessing 127.0.0.1:7777.

Yeah most domain providers have an easy DNS management system. If you are paying for web hosting and have your name servers set then your web host might even have a good dns management site.
Like Dairyll said set your A record.

I have a ipage hosting and my Domain is buyed from Godaddy, could i make this Type of IP?
