Try use other recorder. And test again,

Try to open the recoder after opening the SA-MP client and logging in.

Emh, that's strange.
Okay, can you test few things for me?
1) Start SA-MP then Alt+Tab and start Action, might work.
2) Run Action as administrator.
3) Try with another game.
4) Try with another game recorder (e.g. Fraps or Bandicam).
5) Run a full virus scan.

I triet to turn on first gta and then action, it crashes when I get back in game.

use fraps for recording.
