Sniper Rifle - Sheperc - 12.08.2015

Hi all, I want some help with the Sniper Rifle Skill level problem. For some reason, when I set Sniper Rifle skill level to 0 in the server, no changes occur on the gun. And it's only for the Sniper Rifle. In Singleplayer there was a bigger recoil for the Sniper Rifle when you had low skill level on it, my scope gone shaky when I shot a bullet. Can I make it possible on my Server?
