How to make a dialog onplayerspawn, after player connect, where the player must click on a kind of gm?, So how to make a Server with 2 Gamemodes, and spawn on the better as your likes?

You mean like : Player can choose between Freeroam and Deathmatch ?

Simple. You can't. Server can run only in one gamemode, but i think you can make 2 areas where you lock zone which commands can you use. Ex. Freeroam in LS, can't use such command like /team etc.
