even though , that file .amx is present

update all the plugins with the latest ones and then install Microsoft Visaul 2013 .

Load nativechecker.dll and it will print out what's causing it. Download it, if you don't have the plugin.

Also, on your server.cfg, you don't have any plugins listed there.

Idk why you need microsoft visual etc.., I just know that you need some program like that but I forgot which..
