Maybe because of your graphics card .
Maybe your monitor and Graphics card cannot sopport that ress..

You can install samp addon 1.8
it's has auto select of resolution

or silentpatch

If you have a graphics card installed then try reinstalling the drivers. I upgraded to Windows 10 and my drivers disappeared, was stuck with a tiny resolution and my second monitor was disabled too. After reinstalling the drivers all was resolved.

Try running the gta_sa with compatibility on older version of the windows. Try running it as administrator, use SilentPatch or Samp addon 1.8
