can i create domian .com or .net with vps and can i make ftp for the domain and can i make ftp to samp server using

You can buy the domain through a domain company such as namecheap etc then add a webserver onto your VPS..

You'd have to be legit spastic to buy from WP or godaddy.. Name cheap or Network Solutions

No,Its not possible to create a domain with VPS. You can only Order Domain(s) from a domain name registrar . See https://en.wikipedia.org/wiki/Domain_name_registrar , and from their Re-sellers too for example, Namecheap is a re-seller of eNom . But both of them does the job.
