I do not know why but when I try to load the plugin:

So it not working
If I use this plugin: https://sampforum.blast.hk/showthread.php?tid=442302
it works...
what's the problem? why the first plugin does not loaded?

They are different. Likely, the first one is outdated and uses outdated, no longer supported methods and fails to load.

Well, they may be entirely different plugins. Honestly, the MySQL plugin would have everything you need: I also don't see why it wouldn't work straight out with the plugin, but you can try to look over the source and see what you can find; if something is commented out or whatever.
