Technically, yes (though without full features of each mode). Feasibly, no.

Like use different gamemode at the same time? Then yes, you can make a general gamemode and make the rest filterscripts. But I don't know why you would want to do that.
Or you could add multiple gamemodes in server.cfg, but you can only load one at a time.
