Why did you delete 'samp-npc.exe' and 'announce.exe'? And post a screenshot of the error that pops up, it might be a different file, but you didn't notice.

Is that dll file for your OS?

You need Virtual C++ 2005-2013 . Download them, install them . Your problem will be fix.
