After viewing your server_log.txt, i see that there is no suspicious activity like DoS or DDoS (although it requires a tcpdump log to confirm)

What are the specs of your Dedicated server or VPS ? (CPU/RAM/Network speed)

What is your SA-MP server version?

It's from a long time you are having this issue or it's new? (after gamemode update?)

Are you using MySQL or not? (if yes, is the MySQL host working perfectly?)

in the case, make some researchs on the net to find the solution (shared script) or by scripting anti-bullet include/filterscript from zero.
