The Windows version requires the Microsoft .NET Framework 4.5.1 or higher. If this cannot be installed on the server, or doesn't work yet, place files files in the server directory folder.

Please use the nativechecker plugin (https://sampforum.blast.hk/showthread.php?tid=249226) to find out what's causing this. Let us know what it tells you.
