0x628BCC49 - this address from dll, not from gta_sa.exe, samp or mod
it's possible via cheat engine check what library on this address when you crash

hm, when i reinstall gta sa and samp, I replace only hud.txd and few shot sounds via SAAT and set PLEO.txd (iTD redactor)
I can not imagine what could be a problem

The problem of this is: there's missing dll files in your GTA SA maybe. Try to check all the .dll files in your folder
