Another thing contact sales support and ask them the following
What is the guaranteed minimum port speed per VPS?
What happens if I am given a VPS that does not meet that minimum port speed?
What happens if someone is choking the servers port?
What is your refund policy ?
What CPU and CPU core speed can I expect if I order a VPS?
What do you do when a DDoS attack happens?

Contabo has a bunch of pessimistic people who will beat you around the bush for about three months if they notice you laying your eyes on them.

If your VPS is under a ddos attack, they will null route your VPS's IP for more than 2 days,So No,IMO.
