Hello, i downloaded xampp since wamp wasnt working for me (.dll errors). can someone tell me what to do next?

It's in no way SAMP realted. If you logic works then EVERYTHING is SAMP related.
Problem with Windows? SAMP related because no windows no samp
No food? SAMP related because if I don't eat I can't play samp
Bad grades in school? SAMP related because parents don't let me play
No electricity? SAMP related because no electricity no computer
Photoshop doesn't work? SAMP related because I'm making graphics for SAMP
ISP issues? SAMP related because I can't play without connection
Do you see how retarded that is?
Your current problem is NOT related to samp. You have a problem running mysql server. You don't have a problem with connecting SAMP server to mysql server, you don't have problem with using mysql plugin, etc. Your problem is exclusively related to running mysql server, in this case xampp package. They have their own support forum and that's where guys who can help you hang at. Do you go to their forum with SAMP problems? You don't. Why do you come to this forum with XAMPP problems then?
And I'm sure at least 1000 other people had exactly the same problem as you. But of course why would you search around if SAMP forum is ultimate problem resolver.
