Where I can get the permission to redistribute the SA-MP package.
I created a gamemode and posted it on this forum, but I upload all the server's folder (including SA-MP package). I read the samp-license.txt and it says

You must only keep the files YOU wrote in the package you distribute. You can keep the folder structure to aid unpacking, but you cannot distribute samp-server.exe, a_samp.inc or even zcmd.inc or sscanf or whatever else you use. It's the user's responsibility to download and install these additional pieces of software.

I understand, but for easily download, I can't just put all over there, and mention to update the programs?
