You need to acquire a 15 reputation or more in order to advertise your server in the advertisements section

Check of how much your reputation below your post. That's where your reputation in forum is and you have to earn it by helping other forum members about their problems in scripting, mapping, answering their questions, and agreeing on their works.

Reputations is a way to thanks someone for his help, for releases(maps,script,includes)
For server advertising board its something that required for a member. It also prevents the spam-bots & beginners.
Try to read carefully any stickied post.
