Yes, the driving test is still bugged but its easily fixable just checkpoint issues man.

Agree. But this GM was released many times and none of them had it fixed. All i see people saying it is easy to fix.

Any ideas on how to fix this? I dl'd the file you have uploaded. Did not tweak anything in anyway.

You need to download the proper plugins and put them in the plugins folder, there is a download link within the zip file.
