Since all of us know, quite a lot of servers are using the 'NGG' script.
Is there a way to report them and bring them down?

I'm not quite sure about this, but I think nowadays the NGG's edits are legal. Even some famous servers are using this script.
Nevertheless, it is the owner's choice if he whether accepts this or not. I've seen that NGG sometimes reports the released NGG files, so the content is usually taken down.
If you consider the respective content should be removed, you must own it in order to have some proper reasons to do this.

You can't stop them, they're out numbered to you or the SA-MP staff. All you can do is pray and wish for a other any up coming RP server not to use it. That's all!
