Wouldn't we have to download the tool again when a new client version is out?

yes, I will update it every time one comes out though
Edit:
or you can do this, download the new client version setup Right click >> 7zip (or your file extractor) >> Extract to /(FOLDER NAME)
then copy the samp files and right click my shortcut and then past them in one of the folders 3b, 3c, 3d, 3e, 3x, 3z or 37
